### Overview

- **Tagline:** Tokenomics research on novel ways to decouple speculative investments from governance and foster more effective, collusion resistant governance systems relying on a proven and measurable user competence level.
- **Description**: This project aims to refine our research on a novel, decentralized protocol for identifying and ranking competence within DAOs. We will explore token engineering and how today's privacy-preserving techniques can address challenges and opportunities within the DAO and Polkadot ecosystem.
- **Integration with Substrate/Polkadot/Kusama**: This research will focus on the Polkadot and Kusama ecosystems by providing a deeper understanding of DAO governance challenges and propose solutions for Substrate-based chains to enhance the fellowship program. While we will not be directly implementing a Substrate pallet in this grant, the findings will prepare the way for future integrations to deepen the Polkadot governance decentralization and autonomy.

**Problems to Investigate**:

- **Limitations of current DAO governance:** In the fast growing ecosystem it might become a struggle for the fellowship to evaluate and manage a high number of contributors effectively. The fact that the fellowship rank upgrades rely on the availability of higher scoring rank holders, which if key stakeholders become unavailable can potentially lead to the risks of fellowship protocol denial of service creating a centralized environment, where a group of individuals are able to influence the projects further development and the risk of lower ranking fellows not being able to grow in a purely equal rank setup. Low participation reduces the protection of minority interests, which are already largely unprotected. Taking these risks into account, there arises a need to set up a constant flow of new fellowships which are accentuated by their merit. The criteria for ranking and the evaluation process may not always be completely clear to the community and some contributors who make significant progress might remain under-ranked for too long, because there is a difficulty in properly assessing the impact of their contributions or the lack of resources of the higher scoring members. Determining the expertise and contributions of a participant can be subjective and the discrepancies in how contributions are valued may lead to [inconsistent rankings](https://github.com/polkadot-fellows/seeding/pull/3#issuecomment-1259340734), favouring the participants with more established connections in the ecosystem. This is making it harder for some new contributors to present the importance of their work and demonstrate competence in a specific field.
Many proposals face the challenge of low participation and coordination. According to [research](https://forum.polkadot.network/t/opengov-report-year-in-review/10426) overviewing the voter participation from June 2023 to September 2024, the monthly average DOT voted per referendum was around 15 000 000 DOT per referendum, which is around 1% of the total supply and the average conviction multiplier in the same period was shown to be just below 3x multiplier. This data represents the total number of votes each month, including reused DOT rather than the unique number of DOT. There is a risk where some fellowship members with higher rankings may become complacent, relying on their status rather than continuing active contributions, highlighting the need for more nuanced competence and contribution assessments in the ecosystem to encourage diversity of merit, rousing innovation.
- **Interoperability in DAOs:** This project researches the ability to create autonomous working groups in a decentralized manner and analyze the trust assumptions for their interactions.
- **Challenges and opportunities in the Polkadot ecosystem:** Understanding the governance landscape of Substrate-based chains and identifying areas for improvement. This would involve focusing on the possibility of creating a consistent flow of fellowship from DOT holders and establishing a pipeline of fellows directed toward specific areas of expertise by a transparent way of merit evaluation, decentralized oversight and active reassessment of contributions. Even when considered outside the context of the fellowship problem, the proposed research can be used to assist DOT holders in identifying competent actors to whom they can delegate their tokens.

**Research Questions/Hypothesis**:

- **Hypothesis 1:** *Governance can be decoupled from the speculative component (Sub-linear governance power dependency from capital input)*
- **Hypothesis 2:** *Existing cryptography and privacy-preserving features may improve governance processes.*
- **Hypothesis 3:** *The current governance state is susceptible to speculations and has low participation rates and quorum thresholds.*
- **Hypothesis 4:** *Designing merit-oriented protocols can improve participation rates.*

**Methodology**:

- Review literature and research on novel voting systems.
- Propose a system to decouple token utility from governance without affecting established structures.
- Gather statistics on the activity and potential centralization of the fellowship.
- Publish results as a paper & dataset for any analytics.

**Data Collection and Analysis Procedures**:

- Analyze existing research on decentralized governance.
- Gather and analyze data of the activity from the members of the fellowship program and acquire statistics of centralization risks.
- Create financial models and run game theoretic analysis. Game theoretic models will assess collusion potential and identify strategies to mitigate risks.
- Collect and document ledgers and data footprint produced by the technical fellowship.
- Collect and organize data produced by technical fellowship, including the amount of new fellows inflow since 2022.
- Prepare statistical analysis of the fellowship program: inflow and outflow of participants, average proposing and voting activity, rank growth speed.

**Expected Results:**

- A refined research paper refining our findings into a token mechanics model.
- A deeper understanding of the challenges and opportunities for applying competence identification and ranking protocols in Substrate-based chains.
- Potential contributions to the Web3 community through publications, presentations, and open-source tools.

**Similar Projects:**

There are no similar projects in the Substrate/Polkadot/Kusama ecosystem. However, [related projects in other ecosystems](https://blog.giveth.io/conviction-voting-a-novel-continuous-decision-making-alternative-to-governance-aa746cfb9475) focus on decentralized governance and cryptographic voting systems and Polkadots conviction system has slight analogy. Our research regarding conviction voting discusses the different aspects of governance processes for implementation to Polkadot. We review the ability for the participants to repeatedly demonstrate their conviction to the same proposal with its changing alternatives and context. This approach may be used to prioritize proposals for voting when origin capacity to process them is limited, and to reflect the conviction of fellowship members.

## Future Plans

- **Short-term:**

- We plan to share our research findings through publications, conference presentations, and community engagement in the Polkadot ecosystem. We’ll seek feedback and collaborations to refine our work.
- We’ll use this data to prepare the next step, the Polkadot DAO landscape metrics analysis, conducted separately to outline improvement metrics.


- **Long-term:**

- We aim to leverage this research to enhance DAO governance and potentially develop open-source libraries or Substrate pallets that integrate our competence identification and ranking protocol. We envision contributing to a more secure, efficient, and participatory Web3 governance landscape.
- We’ll propose implementation for the Polkadot ecosystem based on feedback and improvement metrics.
