Closes #497 by rewording the "Figure" row in "Rules of ARIA attribute usage by HTML element" table:

  • edited if-if-else condition (where else was never applicable)
  • re-organized content for a better readability and understandability
  • added consistency with other instances of "no rule other than ***, which is not recommended".

sorry @giacomo-petri - i'm closing this PR in favor of the new one I had made. There were some weird IPR / and build issues that were happening with this, which is why i gave up on it. but maybe that was something wrong with github, as now it seems fine? but... since i already made the new PR, i'm still going to close this one.
