Use a unified scheme for the source directory and tarballs:
libsilkit{silkit_version.major}-{str(silkit_version)}
The tarballs are created now in accordance with the distros naming
scheme regarding upstream version and prerelease versioning.

Add ability to create a release candidate / prerelease version of the packages
