Add ability to assign an organization to a resource

This PR adds the ability to assign an organization to a resource. The following things have been added in this PR.

• Add organization field to resource.json. For the config file migration of resources.json, use the organization in the organization.json file.
• add organization question to resource setup in xdmod-setup
• add resource organization field to storage realm
• enable Service Provider group by for all realms
• add Service Provider field to raw data export
• added a second organization, wrench, for testing
• added regression test artifacts for new Service Provider group by
• updated integration and component tests for new Service Provider group by and second organization.

Tests performed

Tested in docker and upgraded and added new tests
