It got a `GetSymbolFromSpecialName` method and replaced `TokenizerFactoryContext`.
There was a small change from the design document. `ChainedTokenizerBuilder.Default` became a method named `CreateDefault()` for consistency.
Fixes SonarCloud warnings.

This PR implements the rest of the parser and tokenizer APIs described in the design document.
