📝 README/LICENSE: Describe project, switch to CC BY 4.0 license

README is updated to explain what the Principles are and what their
purpose is. I switched the LICENSE to a Creative Commons license, since
this repo will mostly contain content. A code-oriented license with a
warranty clause is not as good a fit as a Creative Commons license.
