JP-3901: Enable Detector1Pipeline processing of DHS data

Closes #9235

This PR addresses the various differences in processing that DHS data require; reference file cutouts need to be generated following multistripe-specific readout patterns, buffer pixels (may?) need to be added to sidestep improper adjacent pixel assumptions, and use of new keywords recently added to support these modes.
