WebPBulk Initial

This is the first public release of this program.
It is specifically designed to encode and decode WebP image files given a directory of images. PNG is the default decoding output. Encoding can be performed upon any Bitmap (GDI+) compatible format. Thanks to Google for keeping this format open source!
