Allow creation of polynomial ring over lazy power series ring

As in the title. Not that it is immediately useful. (maybe some day .roots() is implemented and the return value is represented as an element algebraic over the rational function field…)

Or should something else be done e.g. changing element_class of Rings() category to point to this class?
