Enable active_storage to upload image locally for #275
When I test locally, it requires
libvips.In ubuntu we can install by
sudo apt install libvips-devIn heroku, please refer to lovell/sharp#57 to install
libvipsdefault image caption is not center by picture width
The picture title(caption) behaves weired since caption center according to the full filed width, not image width.
so I adjusted the style a bit to center by image width
