Following other discussions, we're adopting the Contributor Covenant.
I did my best to raise this on the support page in a natural way, indicating that this is meant to guide behavior across communities and not be strictly for code contributions. Although code.fb.com/codeofconduct has been updated, we're moving towards the CoC being in each repository so it felt right to link directly to GitHub.
