Update RSS Reader extension - remember story last read + filter by read status (close issue) (re-open PR)

NOTE:

Re-opened the PR since it was stuck for some reason. (previous PR: #16654)

Description

• Filter Stories by their read status (read or unread) (close [RSS Reader] Add an option to hide read/viewed articles in “Read All Stories” #16546)
• Stories show an Icon to represent their read status
• Add README.md

KNOWN LIMITATION: need to re-load or refresh the View to update the lastRead. We could improve it through some form of mutation and/or store all stories locally or something new but that will extend scope of this PR - will be visited in future.
