Currently, users trying to use
runtimeDocker images ofnvidia/cudawill see failures when triggering Numba functionality. This PR documents that NVRTC must be installed on the system as a requirement for pip wheels, and that this imposes a requirement ondevelimages ofnvidia/cuda.
