Moved the characters that we accept in keys but that the RFC forbids into a separate string to keep track of them.

Discussion on commit Lukasa/requests@f72c13f suggested it might be better to keep the characters that are disallowed in the RFC separate from those that are. This is mostly stylistic, so you can take it or leave it.
