It's case insensitive alphabetical order, same as in variants-de.yaml. Letter ё (Cyrillic small letter yo, U+0451) is placed in Unicode character map outside of main sequence (а→я, U+0430→U+044F) but in Russian alphabet this letter placed at 7th position, between е (ye, U+0435) and ж (zhe, U+0436): абвгдеёжз... Sometimes this letter has treated as е (ye) and both of them can be mixed — I saw this situation in some paper dictionaries:
- елань
- ёлка
- еловый
- ель

Yes, you are right: "школа -> шк" - this is correct. Could you fix it and approve for merge?

There is a lot of abbeviations in Russian maps — in old paper maps and in OpenStreetMap too.
Previous version of list based on https://wiki.openstreetmap.org/wiki/Name_finder:Abbreviations#.D0.A0.D1.83.D1.81.D1.81.D0.BA.D0.B8.D0.B9_-_Russian contains items belongs mostly to roads, but there are many other shortened items on the maps.
