Bump moment and cypress in /bundles/org.openhab.ui/web

Removes [moment](https://github.com/moment/moment). It's no longer used after updating ancestor dependency [cypress](https://github.com/cypress-io/cypress). These dependencies need to be updated together.


Removes `moment`

Updates `cypress` from 3.8.3 to 10.9.0
