As a teacher,
I want to download or upload ProFormA ZIP files
in order to share exercises with others without relying on CodeHarbor.

Either for sharing exercises via mail or for debugging purposes, a native ProFormA handling via the UI would be awesome.

For uploading ProformaXML ZIP files, we should also take care of multiple-referenced files -- just as we did in CodeHarbor with openHPI/codeharbor#1371 or openHPI/codeharbor#1696. The issue is probably present already, but since most ProformaXML imports are done through CodeHarbor today, the issue isn't as visible as it will be with the direct upload.
