Det skal være lovt til å opprette behandlinger på Vikafossen når saksbehandler kun har det som eneste tilgang.
Legger det ikke bak en toggle da det var vanskelig å teste foruten om i prod. Endringene er testet OK i BA prod, så regner det så nokså trygt å merge inn.
