feat(Download.ps1): Add download.ps1 for Windows

I wanted to share a helpful reference with you for downloading files on Windows OS without having to install wget. However, due to a download limit on the link provided, I was unable to fully test the script. I did successfully download 7B and 7B-chat on my Windows device though.

Similar situation....replaced && with -and
Push-Location "${TARGET_FOLDER}/${MODEL_PATH}" -and Check-MD5Sum -ChecklistPath checklist.chk -and Pop-Location
