更新文档以明确受信任用户提交工单的条件，将等级分要求从1200降至1000，并细化了人工奖项认证的适用情况，包括无法自动实名认证、奖项匹配错误及遗漏的处理流程。
统一将“权限”字段改为“提交权限”，并简化受信任用户的条件描述，提高文档的一致性和可读性
