fix: don't automatically stale issues (microsoft#166)

Updates the stale workflow to **not** automatically mark issues as
stale. The `meta/waiting-for-author` label can still be manually added
to issues, and then they will be automatically closed after 7 days of
further inactivity.

No changes to how this works for PRs.
