The index file you created for the tutorials section needs to be added to the toctree for the tutorials section in the root index file. That's why the CI build is failing.

Is there a way to add a page to the toctree without having to link it anywhere? There's already a link to the page, it just happens to be within raw HTML so Sphinx doesn't see it as a valid link.

I'm not aware of any toctree's in the doc that don't actually show up on some page. If you add it to the toctree of the root index file the page will be visible in the sidebar navigation.
