Useful in a situation where an image is built with configuration only and the file is provided at runtime.
The checking was disabled anyway for the first run (due to the missing config file), but having 2 or more entries it was not possible to create a config with non existing an identity file.
That PR adds an extra parameter to disable that checking explicitly. The whole logic could be changed somehow, but I didn't want to change the logic which I'm not sure about.
