[GitHub Actions] Remove new-releases-check.yml. (#1038)

We disabled the `new-releases-check.yml` GitHub Actions workflow because new Microsoft Security policies rendered it inoperable.  However, even disabled, its existence in the repository is causing some security alerts.

Remove it as it isn't used anyways.
