Manpage sources have moved to asciidoc in doc/man/ and the generated manpages don't need to be checked into the repository.
The Makefile generates them when needed.

This adds however a dependency on asciidoctor for being able to build the manpages.
Package maintainers need to update the build dependencies.
This is already a requirement for building the manpages of shards.

The build job needs mingw-w64-ucrt-x86_64-asciidoctor, this exists on all other supported MSYS2 environments too

Yeah we need to figure out how to build the manpages from asciidoc first (#15536).
