The images from the current production compose may contain packages which are not yet on the official mirrors. There are also times (like right now) when the development compose is lagging behind production. Follow Troy Dawson's recommendation and bootstrap from the official CentOS 10 cloud image instead of looking at the compose. See https://issues.redhat.com/browse/CS-2725 Fixes cockpit-project#7399
