This resolves #154 by fixing the remaining Django 4 bugs and introduces a working jenkins configuration. The jenkins configuration will work on any build node labeled "python" that provides python 3.8 and virtualenv. I have also incremented the version to 4.0 so the major version matches the highest supported Django major version.
