Previously, clean and reason command would return an error implying that they had configurable additional roles similar to kick, ban, warn, and mute. This commit changes that so only the commands which do have this config available will mention it. Signed-off-by: SoggySaussages <[email protected]>

mute. This commit changes that so only the commands which do have this
config available will mention it if a user tries to use the command without
the required permissions.
