Fix multiple IC support in modelBuilder

Issue #, if available:
Currently we don't pass the endpoint_name in deploy() func for InferenceComponent case.

Description of changes:
we should pass the name and remove unique name generation to make sure the second and following model_builder could deploy models on the same endpoint.

Testing done:
Sample Notebook tested.
Ran existed tests.
