This issue represents the initial release of arcctl - the open-source, next-generation of Architect's CI/CD automation that helps developers and operators collaborate to deploy any app, anywhere.

This release replicates the feature/functionality currently within Architect's Component framework while introducing the concept of Virtual Private Datacenters (VPDs) to power environments and automatically land applications.
