HIVE-28708: Publish build scans to develocity.apache.org

What changes were proposed in this pull request?

This PR migrates the Hive project to publish Build Scans to the the new Develocity instance at develocity.apache.org.

Additionally, this PR sets a projectId for use by Develocity.

Why are the changes needed?

ge.apache.org is being migrated to develocity.apache.org.

Does this PR introduce any user-facing change?

No

Is the change a dependency upgrade?

No (unless you consider the incremental extension updates).

How was this patch tested?

@clayburn: I don't see the associate run here, is this expected?

Don't mind the test failure you had because it seems flaky and unrelated, I have relaunched CI just to make sure, but the fact that the build scan isn't there it's troubling.

@clayburn: I don't see the associate run here, is this expected?

It's similar to here with Calcite. My PR is not allowed to access the secret because it comes from a fork. It would work post-merge, although you could test it if you like by pushing my branch to apache/calcite and running from there.
