Reasoning: If there is no license information in the sources hosted in
github, the authors can't claim any IPR of the code.

There are could be other opinions about the matter but it is totally
unsafe not to have any license with the code and rely on the "default rule".

По этому вопросу возможны разные мнения. Но иметь в коде лицензию, которая
регулирует правила его использования, намного безопаснее чем полагаться
на правила по умолчанию.
