[ADD] account_edit_fiscalyear_end_date

New module to edit fiscal year end date (month and day). This feature seems to be in Enterprise (in menu General Settings>Invoicing>Fiscal Period).

My client wanted to edit their fiscal year end date for their account reports to be correct. We believed the module account_fiscal_year would work, but we realized that it does not edit the fiscal year end date.
So I made this simple module. I am not sure this is the right repo.

Thanks for the module. I wanted to test with the runboat but the oca financial reports are not available so it's hard to tell if it works.
The menu is available and one can change the month and day for the last day of fiscal year, but not much more.
You'll need a functional review on a real test database, which I have not anymore.
