Protocol questions for End Uses and System Inventory

This is a first pass at incorporating protocol questions. The initial vision didn't work so we are compromising at this stage.

• Adds "Take Stock" protocol questions to the system and end use pages in pre-visit
• No additional content added to assessment screens
• Three other categories of questions are shown in the portfolio for systems and end use inventory. These questions will be added more elegantly to assessments in future work. Issues created for this.
• Field by field help text added for questions in setup wizard. All help shown in forms in portfolio

Minor updates to the end use and system inventory connectivity.

Other notes:

• The sidepanel in the setup wizard now has tabs. This came from some initial work on incorporating the protocol in assessment and is something we want to keep. Further issues created to complete the initial work on each new tab
• Energy details within the System Inventory are now in an accordion to emphasize that they are optional input fields. This is apart of feedback from the team to better identify optional input data show to a user.
• It was asked to add some color to the sidebar, that was started. Additional issue to fine tune that made

just a flag that DOE's new guidance on not to use "sustainability" learned from Comms. No need to change anything. Will check with DOE and team about this and create a new issue if we need to do something about it.
