Issue
Implement quality selector on videos to allow the user to manually change quality.
This branch is broken. Video.js preloads video segments at the current quality and continues playing them before switching to the new quality. When a user selects a different quality, Video.js does not apply the change immediately. Instead, it only requests new segments at the selected quality after the preloaded segments have been played.
For example:
If the player is on segment 2 and has already downloaded segments 3 and 4, switching quality at this point will only take effect from segment 5 onward.
Siyang has tried to look at it with me, but after trying several solutions together we've had no luck. Keeping this PR open so that Siyang can reference it as he tries to implement it again from scratch
