- remove upstream V8 Optimizer toggle for toggling the 2 highest tiers of the JIT compiler with a manual list of exceptions since it does not fully disable the JIT compiler as widely misunderstood and doesn't make sense to have alongside our actual JIT toggle with a proper per-site setting (WebAssembly will be supported with the JIT fully disabled once we get the WebAssembly interpreter from Microsoft Edge working)

- remove upstream code added in Chromium 132 disabling MTE for the WebView since it would be a security regression for Vanadium and also incompatible with GrapheneOS deploying MTE for production usage in a way that causes apps using the WebView (this resulted in the previous release being cancelled and not reaching the Stable channel)
