feat: Uplift Virtual Machine Images - Image Templates to the latest API 2024-02-01

Description

Closes #4175

Update to the latest API and expose new properties:

• autoRunState
• managedResourceTags
• errorHandlingOnCustomizerError
• errorHandlingOnValidationError

Worked with @AlexanderSehr to retire usage of the union function in favor of map and shallowMerge.
