feat: Seperate deployment location from metadata location (#838)

## Description - Changed test template parameter from `location` to `resourceLocation` in order to not overlap with the deployment invocation's (e.g., `New-AzDeployment`) `'-Location'` parameter - In order to use the parameter, we use the existing `AdditionalParameters` parameter and pass the `resourceLocation` in (both in the local test script, as well as in the pipeline) - As a result, the original `'-Location'` parameter will continue to be used with a default location (e.g., 'WestEurope') for the metadata. The dafault is set as a default in the scripts. The reason for the change is that you cannot store deployment metadata in more than 10 locations per subscription. So that's a limitation we have to cope with, while the same limitation does not exist for the resoruce locations. | Pipeline | | - |
