feat: avm/res/aad/domain-service (#1457)

## Description

Adds Azure Active Directory Domain Services module. Additional changes:
- The module requires changes to the testing process, as only one
instance can be provisioned in a tenant.
- The script generating certificates for testing has been fixed.
