feat(sdk + cli): Add getUserState() to sdk and cli

We should add a sdk and cli function that fetches the user's state from the batcher. This will provide the user a means of retrieving a snapshot of there current queued proofs and well as the information. We should create a cli printout (table or queue?) that displays this information as well as make its exportable in some format csv to start.
