The current strategy when the configure store is not accesible is to abandon the version check and instead display the message suggesting to fix ownership.

My proposal for the case when the configure store is not accesible is to assume the date is old enough to require the version check, do the version check, possibly display the new version, and then display the message suggesting to fix ownership.
