Summary

Nodes V2 introduced isApiEnabled and isReplicationEnabled flags.
Filtering has to be improved across the codebase for these flags to have a real effect.

Goal

A xmtpd node could be started and syncing with the rest of the network, but without actively participating in it until it's ready.
