Is the data provided by the WMO through WIS2 available to the public or private enterprises? If so, where can I find more information on that process?

The documentation of the project states:

wis2box enables World Meteorological Organization (WMO) members to publish and download data through the WIS2 network

According to the WMO, the members are NMHSs, i.e. it would preclude access to the data to other interested parties.
