new entries in Code Table 1.3 for WMO lead centre for global climate reanalyses #288

Initial request

In the context of a new WMO WIPPS activity, ECMWF has been nominated as "Lead Centre for Global Climate Reanalyses" during the last INFCOM3 meeting. The idea is to collect, archive and make available Global Reanalyses from 5 producing centres, eg, JMA, NCEP, NASA, ECMWF and CMA.

For this activity, we propose to add 2 new entries in code table 1.3 following the practice for previous WMO activitities TIGGE and S2S (entries 4 to 7)
