The Scripps Institute of Oceanography (based at the University of California, San Diego) provides observational radiosonde and ocean drifter data to a number of NWP centers and will soon be providing balloon-based radio occultation data as well. They initially requested to become an originating sub-center of NCEP, but we and they now feel it makes more sense for them to have their own originating center number going forward, which in turn will also allow them to define their own sub-centers.
