[wg/service-workers] incomplete charter history #402

The new charter's history section is missing some bits of history. Things I'm spotting (which might not be the complete list):

no mention of when Jatinder Mann ceased being chair
no mention of when Mike Smith ceased being team contact
no mention of then Matt Falkenhagen became co-chair
no mention of the change to one chair
no mention of when Web Background Synchronisation and Web Periodic Background Synchronisation were added as potential deliverables
