Retire HTML Imports WD #129

HTML Imports was last published as Working Draft in 2016, and support for it was removed in Chrome in February 2020. This suggests the spec should be retired and republished as a WG Note.

The WebPlat WG hasn't been closed officially yet, but since it is out of charter, I guess it probably indeed cannot publish a document.

I guess the WebApps WG could deal with it - it is after all its moral successor, and in this case, it is a mostly administrative step, not one with IPR implications for WebApps WG participants I believe.

I'm pretty sure there has been many precedents of similar situations, and assuming work on the spec is indeed no longer expected, I can't imagine anyone even trying to object to it :)

WebPlat being so far out of charter cannot publish, but W3C can (and is eventually obliged by process to) publish discontinued work: https://www.w3.org/2019/Process-20190301/#tr-end

This should be done by staff, not a zombie Working Group.
