Review TMC install requirements and document. Compare with #83 and #82 to see overlap.

Only really found prereqs for attaching an existing cluster:

Not much too it but checking permissions which seems doable. Not sure if there is something else I should be looking at here? cc @eleanor-millman

Agreed offline; will revisit later if they reach out. Other tools/projects are more ripe for this use case.
