Add UI element to Job artifacts page to register a model

Update the artifacts table on the Jobs page to allow users to register a model artifact type as a Model Resource in Dioptra.

It should be possible to create a new model with an initial version. Or to add the artifact as a new version of an existing model.

On the Models page, a new button should be added to point users to the jobs page in order to register artifacts as new model versions

• The new UI elements are added to the artifacts table
• Thew new button is added to the models page
• The feature is merged into dev
