Tools.txt problem

when translating tools.txt some lines make the system to disable the tools page translation. I'll look into it on my end.

This is with the translations that's seems to get the issue

I have it narrowed down to line 147 to 297, haven't gotten around to further investigations.

I will have to look into this further tomorrow. In the meantime, I will enable the .xml for the language pack and put the status as "In Progress". It will be available to download from CA and let's see if the bug is fixed this way first.
